SAILING INSTRUCTIONS

Eagle Creek Sailing Club (ECSC)

1. RULES.  The Race will be governed, in order of precedence, by the Racing Rules of Sailing (RRS) 2005-2008, including the prescriptions of US Sailing, and by these Sailing Instructions.  Class rules will apply.

2.  ENTRY.  To be eligible to race, entries must be filed with the Race Committee and the entry fee, as prescribed in the Notice of Race (NOR), must be paid prior to racing.

3. NOTICE TO COMPETITORS.  Notice to competitors will be posted on the official regatta bulleting board located on the backside wall of the Race Committee shed located next to “B” Dock on the ECSC grounds, and online @ http://race.ecsail.org.

4. CHANGES TO THE SAILING INSTRUCTIONS.  Except for changes made on the water, any changes to these sailing instructions will be posted on the official regatta notice board not later than one half hour prior to the first warning flag of the first race to which such changes apply.  At the same time, Code Flag “L”, accompanied by a sound signal, will be displayed.

5. SIGNALS MADE ASHORE.  Signals made ashore will be displayed from the ECSC flagpole located next to the launching ramp.

6. SCHEDULE.

6.1           A competitor’s meeting will be held at 11:00 AM on May 17th in the main Shelter House.

6.2           Every attempt will be made to complete no fewer than three (3) races. 

6.3           The warning flag for the first race on Saturday, May 17, is scheduled for 12:30 PM and Sunday, May 18, at 9:30 AM. 

6.4           The warning flag for each start of succeeding races each day shall be flown as soon as possible after the last finishing boat has finished a race in their fleet.  As a courtesy, the Race Committee (R/C) may sound a horn approximately one minute before the warning flag of a start.  This is not a starting signal.  The Race Committee may change the order of starts after the first race each day in order to get the maximum number of races in for each fleet.

6.5           No race will be started after 4:30P PM on Saturday, May 17th.  No race will be started after 12:30 PM on Sunday, May 18th.

7. STARTING AREA.  The starting area will be on the Eagle Creek Reservoir, generally to the north of the ECSC inlet, approximately half way from the south (dam) end of the Reservoir.

8. CHECK IN.  Prior to the warning of the first race each day, each boat shall check-in with, and be recognized by, the Race Committee (R/C) located on a vessel displaying the Code Flag “L”, by passing close aboard on starboard tack and hailing her sail number. When a boat has been recognized, the R/C will hail the yacht’s sail number. Boats failing to check-in properly may not be scored.

9. THE COURSE(S).

9.1           The Race Committee may indicate different courses for each fleet by displaying a course after each fleet’s placard on the starboard side of the RC Boat.

9.2                 WL Course:  The Windward/Leeward (with an offset at the windward mark) Course will be indicated by a placard “W/L” and the letter A (diagram A) or B (diagram B) on the starboard side of the R/C boat and a “1” to “3” numeral.  The numeral shall indicate the number of laps to be taken to complete the course.  A “lap” is completed when a boat rounds the windward, offset, and leeward marks.  Marks of the course are to be left to port.  After completing the required number of laps, the boats shall finish.  The finish line may be adjusted to accommodate wind shifts without a signal and regardless of the leg of the course being sailed by the competitors.  This modifies RRS 33.  The windward mark may not be set until the preparatory signal.

9.3           MO Course:  The Modified Olympic Course will be indicated by a placard “MO” and either the letter A (Diagram C) or B (Diagram D). Marks of the course are to be left to port.  The course will be Windward, Reach, Leeward, Windward, Leeward, Finish.  The course may be shortened to a windward, reach, leeward and finish by flying Code Flag “S” from the RC boat prior to the warning flag.

9.4           PP Course:  The Point to Point course will be indicated by a placard “PP” on the side of the R/C boat using ECSC’s seven permanent marks (Diagram E) on the Reservoir and/or temporary marks.   The race course will be indicated by a series of letters and numerals on the starboard side of the R/C boat.  The R/C may post one or more letters “T”, “T1”, “T2” indicating that a mark of the course in order is a temporary buoy.  Marks shall be rounded in the order posted.  The color of the respective mark numbers or letters (green for starboard; red for port) shall indicate the required side to leave the marks.  The last number (or “T#”) shall be the finishing mark.  The finish line may be adjusted without a signal and regardless of the leg of the course being sailed by the competitors.  This modifies RRS 33.

10. FLEET FLAGS.  Fleets, Order of Starts and Class Flags will be designated after all entries are received and will be announced at the competitor’s meeting, and posted in accordance with paragraph 4.

11. MARKS.  Marks may be orange or white balls; orange inflatable tetrahedrons; and/or permanent marks.


12.  THE START

12.1         Starting shall be in accordance with RRS 26.

12.2         The start line will be between the course side of the orange flag on the R/C vessel displaying at the starboard end of the start line.  The buoy (port) end of the starting line will be indicated by a permanent mark, a small buoy with a red pennant, or vessel with a red flag.

12.3         Other signals may be flown from a flag stand on the R/C boat to indicate the application of RRS 30.1, 30.2 and 30.3.

13. RECALLS

13.1         The Race Committee will not hail boats “On Course Side.”

13.2         In the event of a general recall, the warning flag for the affected fleet or fleets will not be raised until all following fleets have started.  The lowering of the general recall signal will not signal a one minute or any other period to the warning signal for any fleet. This modifies RRS 29.3.

14. CHANGE OF COURSE AND ABANDONMENT AFTER THE START

14.1         If the location of any mark is changed, the R/C will not indicate the compass course to the next mark nor any change in length.  This modifies RRS 33.

14.2         The courses may be shortened by the flying the code flag “S” and sounding two signals.  The R/C shall also dispatch a chase boat, if available, to a mark.  When code flag “S” is flown, the leg for the leading boat when it rounds the next buoy shall be the last leg of the course.  The “leading boat” shall be the boat that is furthest along in the course regardless of her starting fleet.  The actions of that boat will establish the last leg of the course for its fleet and every other fleet.

14.3         If a race is abandoned, the abandonment shall apply to all fleets that have started, but not to a fleet in which every boat has finished.

15. FINISH LINE.  The finish line will be between the orange flag on the R/C vessel and a temporary or permanent mark or vessel to the port side of the R/C boat.  A chase boat or other vessel may be substituted for the R/C vessel.  Such a substitute then becomes the new R/C vessel, and the finish line shall be between the orange flag of the new R/C vessel and a mark on the port side of the new R/C vessel.

16. TIME LIMIT.  For each particular fleet, if no boat has passed the first mark within 45 minutes, the race will be abandoned (for that fleet).   If no boat has finished the race in progress for her fleet within 90 minutes of the start of her fleet, the race will be abandoned for that fleet.   Any boat not finished with 30 minutes after the first boat to finish in her fleet will be scored DNF.

17. PROTESTS

17.1         A boat intending to protest shall report her intentions and the boat(s) being protested to the R/C upon finishing or retiring and obtain R/C acknowledgment. This changes RRS 61.1 (a).

17.2         Written protests on US Sailing Forms shall be lodged at the R/C boat within thirty (30) minutes of the docking time of the R/C boat after the final race of the day.  The docking time will be indicated by a sound signal from the R/C boat upon docking and noted by the R/C.

17.3.        Protests will be heard in the approximate order of receipt. The approximate order and time of hearings will be posted on the official regatta notice board identifying protesting and protested boats.  It is the responsibility of each boat to check the schedule and attend the hearing in a timely manner with all parties and witnesses in order.  The Protest Committee is not responsible for searching for parties or their witnesses.

18. WITHDRAWAL.  A boat not racing shall keep clear of the race area. She shall attempt to notify the R/C of her withdrawal before leaving the race area.

19. SCORING.  Scoring shall be by the Low Point Scoring System of Appendix A of the RRS. There will be no throw-outs.

20. SPECIAL OUT OF BOUNDS AREAS

20.1         Approximately one third of the way from the south (dam) end of the Reservoir and on the east side of the Reservoir is a buoy mooring field operated by the Indianapolis Parks department.  A line extending from the westerly sides of the most westerly buoys of this field establishes an “out-of-bounds area.”  If any part of a boat crosses this line while racing, that boat shall be disqualified and cannot exonerate herself.  This modifies RRS 44.1.  The IUPUI water test “buoy” is not part of this out of bounds area but is considered an obstacle while racing.

20.2         At the dam on the south end of the Reservoir are buoys that mark the outflow of the dam.  A line extending from the northern sides of these buoys establishes an “out-of-bounds area.”  If any part of a boat crosses this line while racing, that boat shall be disqualified and cannot exonerate herself.  This modifies RRS 44.1.


21. AWARDS

21.2  The Mayor’s Cup will be awarded to the boat with the lowest total score.  In the event of a tie, the procedure of RRS Appendix A8.1 shall be applied across classes.  If the tie is not broken, the number of boats beaten during the regatta shall be calculated and the boat that beat the most shall be awarded the Mayor’s Cup.  If the tie is still not broken, the Mayor’s Cup shall be awarded to Co-Champions.
